"Impact Over Eyebrows": Veep Naana Jane Rallies Women to Lead Ghana’s 2026 Reset

In a powerful keynote address on Wednesday, February 18, 2026, Vice President Professor Jane Naana Opoku-Agyemang officially opened the Second Annual Conference for

Women in Leadership in the Public Sector in Accra.

Speaking under the theme “Breaking Barriers, Building Impact: Advancing Women’s Leadership in the Resetting Ghana Agenda,” the Vice President called for an end to "tokenism" in public service. She urged agencies to adopt organizational cultures that prioritize merit and inclusivity, ensuring that recruitment and promotions are transparent and gender-responsive.

1. The 2026 Gender Equity Roadmap

The Vice President revealed that the government is moving beyond rhetoric by institutionalizing numerical targets for female leadership, as mandated by the Affirmative Action (Gender Equity) Act, 2024 (Act 1121).

2. Beyond Aesthetics: A Call to Authenticity

Prof. Opoku-Agyemang delivered a direct and personal message to female public officers, urging them to reject external pressures to conform to stereotypical images of "leadership."

"It is not about making yourself in other people’s image. It is not about your hairline. It is not about your eyebrow... It is about impact; it is about staying true to values."

She challenged women in the public sector—from Chief Directors to Managers—to act with boldness, clarity, and purpose, reminding them that the law now explicitly protects their right to lead without discrimination.

3. Key Policy Initiatives Launched

To support the "Reset Agenda," the Vice President highlighted several economic and educational pillars designed to dismantle structural barriers:

  • Women’s Economic Resilience Initiative (WERI): A flagship program focused on broadening access to capital and digital finance tools for female-led enterprises.

  • National Insurance School Expansion: Re-engineered to be more inclusive and financially sustainable for women in the specialized financial sector.

  • Affirmative Action Monitoring Committee: A newly established body tasked with supervising implementation and issuing Gender Equality Compliance Certificates to deserving organizations.

4. Institutional Support for Reforms

Madam Lydia Lamisi Akanvariba, Minister of State for Public Sector Reforms, confirmed that the government has already begun designating Gender Desk Officers across all ministries, departments, and agencies (MDAs). These officers are responsible for leading mainstreaming interventions and ensuring that gender-responsive budgeting becomes a standard practice.

The Bottom Line

The 2026 conference signals that gender parity is no longer a "soft goal" in Ghana. With President Mahama’s administration linking leadership appointments to statutory quotas, the public sector is being reset to mirror the true demographic composition of the country.
