Historic Accord: EU Selects Ghana for Africa’s First Security and Defence Partnership

time the EU has entered into such an arrangement with an African nation, signaling Ghana's elevated status as the primary "Oasis of Peace" in a volatile sub-region.

The announcement was made by Mr. Jonas Claes, Chargé d’Affaires of the EU Delegation to Ghana, during a high-level Steering Committee meeting for the EU Support to ECOWAS in Peace, Security and Governance (EPSG) Project in Accra.


1. Strengthening the "Early Warning" Shield

The partnership is designed to move beyond traditional military aid, focusing instead on a "human-centered security" model. It aims to integrate national defense with local community resilience.

Key Strategic Focus Areas:

  • National & Sub-national Early Warning: Enhancing digital and ground-level intelligence to detect conflict before it escalates.

  • Community-Led Resolution: Empowering local leaders to manage disputes, particularly in border communities vulnerable to extremist infiltration.

  • Combatting Disinformation: Collaborative efforts to neutralize "hybrid threats" and digital propaganda used by insurgent groups.


2. The EPSG Project: A "Team Europe" Approach

Launched in 2024, the EPSG Project serves as the operational backbone of this partnership. Co-financed by the EU and Germany, it utilizes a "Team Europe" implementation strategy through agencies like GIZ, EF, and FIAP.

3. Diplomatic Reset: The "Mahama Factor"

The EU Delegation specifically lauded President John Dramani Mahama for his proactive regional diplomacy. Claes praised the President's leadership in attempting to facilitate a "Return to the Fold" for Burkina Faso, Niger, and Mali, the three countries that recently sought to secede from ECOWAS.

Regional Dynamics:

  • Integration: The EU views a unified ECOWAS as essential for the success of the new security partnership.

  • Stability Pillar: Germany’s Ambassador, Frederik Landshöft, noted that Germany’s 20-year history of supporting the Ghana Armed Forces (GAF) has paved the way for this historic EU-wide agreement.


4. Protecting Democratic Values

Mr. Claes acknowledged that "times are tough" for the principles of the rule of law and human rights globally. However, he emphasized that the shared interests between Europe and Africa—specifically in peace, security, and democratic governance—are stronger than the forces of instability.
