Guangdong Steers Toward 15th Five-Year Plan: High-Tech Clusters and "Digital Intelligence" Take Center Stage

In a high-profile "Open Day" at the Fourth Session of the 14th National People’s Congress (NPC) in Beijing, the Guangdong provincial delegation laid out a bold blueprint for the

15th Five-Year Plan (2026–2030). Led by Provincial Party Secretary Huang Kunming and Governor Meng Fanli, the delegation addressed 277 journalists, outlining how China’s largest provincial economy intends to "shoulder greater responsibilities" as the national engine for modernization.

Following a strategic inspection by President Xi Jinping in November 2025, Guangdong has been tasked with setting a national example in scientific planning and high-quality development.


1. The "Dual Strength" Strategy: Industry & Technology

Secretary Huang Kunming highlighted that Guangdong has ranked first in regional innovation capability for nine consecutive years. To maintain this lead, the province is focusing on the "mutual reinforcement" of industrial capacity and technological breakthrough.

Emerging "Trillion-Yuan" Clusters:

Guangdong aims to cultivate massive industrial ecosystems in four frontier fields:

  • 6G Communications: Leading the next generation of global connectivity.

  • Low-Altitude Economy: Harnessing drones and urban air mobility.

  • Embodied AI: Integrating artificial intelligence with advanced robotics.

  • Quantum Technology: Securing the future of computing and encryption.


2. The GBA Momentum: Foreign Investment Surges

Despite global economic "headwinds," the nine mainland cities of the Guangdong–Hong Kong–Macao Greater Bay Area (GBA) reported robust growth:

  • Foreign Trade: Increased by 4.4%.

  • Foreign Capital Utilization: Rose by 11.3%.

  • Innovation Intensity: R&D intensity has reached 3.6% across all sectors.

Huang also extended a specific "open door" invitation to Macau's youth and entrepreneurs, urging them to utilize the Hengqin Guangdong-Macao Deep Cooperation Zone as a launchpad for new businesses.


3. Governor Meng’s "Six Dimensions" for Services

Governor Meng Fanli pivoted the discussion toward the Service Sector, which he identified as the next frontier for economic upgrading. To build a "robust industrial ecosystem," Guangdong will pursue growth across six key dimensions:

4. Protecting the "New Gold"

Echoing themes from the broader NPC session, the delegation emphasized that Data is the new gold. Huang Kunming noted that as Guangdong moves deeper into the 15th Five-Year Plan, protecting this "valuable resource" from exploitation while fostering "new quality productive forces" will be the province's primary challenge.
