The "Local Government Reset": President Mahama Backs MMDCEs Against "Enemies of Progress"

In a strong show of executive support for local governance, President John Dramani Mahama has sent a clear message to Metropolitan, Municipal, and District Chief Executives (MMDCEs): ignore political detractors and focus on the "Big Push" for development.

The message was delivered on Thursday by Dr. Nii Moi Thompson, Chairman of the National Development Planning Commission (NDPC) and Senior Presidential Advisor on SDGs, during a high-level consultative engagement in Accra. The meeting focused on aligning local government actions with the Consolidated National Development Planning Framework.

1. Shielding Performance from Petty Politics

Dr. Thompson revealed that the President is fully aware of the "opposition and petitions" often faced by hardworking MMDCEs. He noted that as long as an executive is delivering on the ground, they have the full backing of the Jubilee House.

  • The "Enemies of Progress" Directive: President Mahama urged MMDCEs not to be intimidated by those seeking their removal for political reasons.

  • Performance as a Shield: The President’s support is explicitly tied to job creation and the improvement of livelihoods within their respective jurisdictions.

  • SDG 11 Alignment: The engagement follows a briefing with the President on Sustainable Development Goal 11, which focuses on making cities and human settlements inclusive, safe, resilient, and sustainable.

2. The Consolidated National Development Framework

The core of the Accra engagement was to ensure that the 261 districts in Ghana are not "islands" but are working in lockstep with the national agenda.

The NDPC Strategy for 2026: | Feature | Objective | | :--- | :--- | | Regional Integration | Every district expenditure must align with broader regional integrated plans to avoid waste. | | Assessment Tools | MMDCEs must use district performance assessment tools to measure real-time service delivery. | | Attitudinal Change | Dr. Audrey Smock-Amoah, Director-General of the NDPC, called for a shift in mindset among both policy implementers and citizens. |

3. Accountability and Expenditure Reset

Dr. Audrey Smock-Amoah was blunt regarding the future of district spending. Under the new Annual Progress Policy Framework, the era of "unaligned" projects is over.

  • Efficiency Mandate: MMDCEs were warned that funds will be strictly tied to projects that reflect the country’s long-term development aspirations.

  • Service Delivery: The focus has shifted from "infrastructure for its own sake" to measurable service delivery that impacts the daily lives of Ghanaians.

4. A Call to Action for District Officers

The engagement wasn't just for MMDCEs; Development Planning Officers were tasked with being the technical guardians of this framework. They were urged to ensure that data collection and progress reporting are accurate, as these metrics will determine future resource allocations from the central government.

The Bottom Line

The President's message marks a "Governance Reset." By publicly defending high-performing MMDCEs against political petitions, the administration is attempting to create a "performance-first" culture in local government. For the MMDCE on the ground, the message is simple: Deliver the jobs, build the communities, and the President will handle the politics.
