VAST-Ghana Demands Enforceable Code to Block Tobacco Industry Influence

In a major push for public health integrity, the Vision for Accelerated Sustainable Development, Ghana (VAST-Ghana) has called on the Ministry of Health to urgently issue a formal, enforceable Code of Conduct for public officials. The recommendation, part of

the Ghana 2025 Tobacco Industry Interference Index Report launched in Accra this March, seeks to insulate government policy from the "undue influence" of tobacco corporations.

Despite the passage of the 2016 Tobacco Control Regulations (LI 2247) nearly a decade ago, the report highlights a critical "enforcement gap": while Section 18 grants the Minister of Health the authority to establish such a code, no comprehensive framework currently exists.


1. The "Firewall" Strategy: WHO FCTC Article 5.3

The report insists that Ghana must align its domestic operations with Article 5.3 of the WHO Framework Convention on Tobacco Control (FCTC). This international standard requires states to protect public health policies from the commercial and vested interests of the tobacco industry.

While Ghana’s ranking shows progress in implementing tobacco laws, VAST-Ghana notes that the lack of an enforceable code of conduct prevents the country from reaching the top tier of global health compliance.
